The City

 

“The City” is a shape-shifting work of social criticism, radical in its rage, reactionary in its solutions. Financed largely by a $50,000 grant from the Carnegie Corporation and produced under the aegis of the American Institute of Planners, “The City” could be described as a propaganda film promoting the benefits and aims of city planning, but it was about more than that. Its scope encompassed a whole diseased society, its citizens divorced from their own identities and their own destinies—all on account of the march of unrestrained progress. “The City” was that rare thing—the prestige picture that tackled poverty and degradation, a sociological tract that aspired to poetry. It boasted the finest pedigree of any America documentary made up to that time: an outline from documentary master Pare Lorentz (“The Plow That Broke the Plains,” “The River”), commentary written by literary critic and prominent urbanist Lewis Mumford, and the first film score from composer Aaron Copland. Its directors, Ralph Steiner and Willard van Dyke, were both veterans of the American avant-garde…

Produced to be shown at the 1939 New York World’s Fair as part of the “City of Tomorrow” exhibit, “The City” was a passionate argument for innovative housing design and community planning– for restoring to modern city life a semblance of healthy living and social well-being rooted in community-based “garden cities.”

As we reconsider urbanism, we might recall that it was on this date (N.S.) in 1607 that the first permanent English settlement in the Americas was created, when the Virginia Company of London established “James Fort”– which became Jamestown– on the bank of the James (Powhatan) River, 2.5 miles from what is now the center of Williamsburg.

The islands of Polynesia stretch over thousands of miles of ocean, presenting a daunting barrier to ancient people before the invention of magnetic compasses and modern navigation equipment.

Yet early Europeans exploring the Pacific found island after island full of people who shared similar customs and beliefs despite their far-flung distribution. They told tales of epic voyages of discovery and colonization, undertaken in ocean-going canoes, robust enough to make the trip but fragile enough to make some Western scholars doubt they could have made the crossing, preferring instead a narrative of accident and drift.

As we find our way, we might recall that it was on this date in 1606 that James I of England established the Virginia Company of London by royal charter with the purpose of establishing colonial settlements in North America.  Several months later, on Dec 20, the Company loaded three ships with settlers, who set sail to establish Jamestown, Virginia, the first permanent English settlement in the Americas.  As this was the UK’s first colony, that day can be considered the birthday of the British Empire.

“The one way of making people hang together is to give ’em a spell of the plague”*…

 

Officials in West Africa plan to erect a cordon sanitaire around areas affected by the Ebola virus. The drastic tactic—a strict quarantine encircling an infected area, allowing no residents to exit—has been only rarely used since the end of World War I… and then, as in China, for suspect reasons and of questionable effect (see here and here).

Writing at The Vault, Rebecca Onion recounts the story of Honolulu’s Chinatown inside a cordon sanitaire during an outbreak of bubonic plague in 1899-1900. In December 1899, You Chong, a 22-year-old Chinese bookkeeper, died of the disease, quickly followed by four neighbors. The Honolulu Board of Health isolated 14 blocks of the city, where ten thousand people lived.

Historian Nyan Shah writes that public health officials on the West Coast focused on Chinese and Japanese travelers in investigating the outbreak, “disregarding scientific evidence that rats were the primary conveyors of disease.” Facing the epidemic in Honolulu, officials acted on long-held stereotypes about the dirtiness of Chinese residences, turning to tactics of radical disinfection: spraying homes with carbolic acid; forcing residents to shower at public stations; throwing out belongings.

In Honolulu, officials finally escalated to fire, burning the home of one plague victim. But the blaze spread throughout the district. Historian Joseph Byrne writes that at first, after the fire burned out of control, fleeing citizens were “turned back by the National Guard and white vigilantes maintaining the cordon.” Finally, the cordonopened one exit to let people out. Eight thousand residents were displaced.

“Many bitterly insisted that the government had deliberately allowed the fire to spread,” Byrne writes, “a conviction only strengthened when one local newspaper printed an editorial celebrating the fire for wiping out the plague while simultaneously clearing off valuable real estate.”…

As we remember to wash our hands, we might recall that is was on this date in 1619 that slavery arrived in North America, as “20 and Odd” Blacks landed in Jamestown, Virginia on a Dutch man of war, which traded them to settlers for provisions.  These first African-Americans were not technically slaves, as slavery hadn’t yet been established as an institution in the Colony.  But ownership was clear, and the the custom took hold (as reflected in the wills of original purchasers, who left “Negroes in service” to their children); was enshrined in law in 1662.
